To provide a sustainable transportation system and quality services that are embraced by our communities and add value to our customers.

Vision

A better quality of life built on transportation excellence

Formed in 1970, the Pennsylvania Department of Transportation (PennDOT) provides a sustainable transportation system and quality services to Pennsylvania residents and visitors. PennDOT is divided into five main areas, each responsible for several transportation functions:

  • Highway Administration
  • Driver and Vehicle Services
  • Planning
  • Multi-modal transportation
  • Administration
  • Safety — We promote the delivery of a safe work environment and a safe transportation system in our products and services.
  • Modernization — We consistently evaluate our processes and procedures to encourage innovation and remain competitive.
  • Customer Service — We are committed to providing the highest level of public service and value to our customers.
  • Communication — We are committed to effective communication with our customers, employees, and the legislature.
  • Workforce Development — We value and respect one another while promoting teamwork and workforce development.
More than 1000 DMV employees provide state residents with services to legally operate non-commercial vehicles, including driver and motorcycle licensing and vehicle registration. In addition, the DMV issues non-driver photo IDs and manages statewide driver safety programs, the vehicle safety inspection program and the enhanced auto emissions program.

Pennsylvania residents have three options for DMV services: 

  1. More than 70 Driver License Centers are operated by PennDOT employees and offer (comprehensive) driver’s license services. 
  2. Close to 30 PennDOT’s standalone Photo Centers process driver’s license and identification card photos.
  3. Nearly 275 PennDOT partners with private businesses to provide customers with face-to-face, over-the-counter services for an additional convenience. 

Online Services

There are currently 20 services that can be completed online at the DVS website, including vehicle registration and license renewal, the ability to schedule a driver’s exam, fee payments, and address changes, among others.
